substitution PC

Dear Gurus,

I have 999 steps substitution in 0KEM. then before create new one by insert I have to delete un-used substitution.

the case in if I delete the un-used substitution without save, I don't know why the description of substitution in above get down automatically, so the description and the rule not match.

exp.

I have step 001 - 999.

step 954 description step 954

I delete step 365, 467, 765, 954 then I create new steps by insert step. I don't know why after I check the steps, number step doesn't met with the description steps

but if I delete the steps and save first then create new one, the steps and the description steps is match.

I'm in ECC6.

any gurus have solution for this case ?
