You have confused me with you first statement. Logically Proficiency can defined the Priority, if we defined the proficiency scale show priority. But here we need Priority and then for that Priority Proficiency Level.
There is only 1 competency say for example 'Banking Knowledge'. Highly required for position like Bank Tellers and is required at lower level for his/her Manger. The same competency will be rated against the same proficiency scale.
Q - Banking Knowledge
Priority High for - Position 1 - Bank Teller
Priority Low for - Position 2 - Manager
Proficiency scale for High Priority - 1-5 scale
Proficiency scale for Low Priority - 1-5 scale
How do I evaluate a candidate against 1 competency which is highly required for position-1, while I want to evaluate another candidate against the same competency, which is required at lower level for position-2?
