The Adobe Document Service (ADS) is working on Java AS only. If you would like to generate Adobe Forms you have to have Java AS with running ADS and connect you ABAP AS to Java AS. The easiest way to do it is using ADS configuration template of the Java AS. It is not possible to generate Adobe forms without Java AS.
