Ok, so I understand the scenario like this:
- SYSTEM user had been locked as recommended
- all other users have been locked (however that might have happened) and won't be unlocked automatically
How to gain DBA access again to unlock the users?
Unfortunately I have to system to try this out right away, but I would go on with the method Richard Bremer described in Reactivating the SYSTEM user when no User with USER ADMIN is Available.
Should be a 100% match to your scenario.
BTW, tagging in SCN can be done via the "at" sign plus the name, e.g. Cristy Russell is produced by @Cristy_Russel .
