You have only one line item and multiple GR, right...I was thinking that you have multiple line items in PO.
The delivery cost condition type will come in MIRO per item of PO. I mean for one PO item, and one delivery cost condition type, there will be only one entry in MIRO, if you are referencing PO in MIRO.
I can suggest the following option.
Please make the delivery note / bill of lading (in MIGO Header-General Tab) as mandatory field in MIGO and train the users to fill the same. Now, in MIRO, use Delivery note or bill of lading as reference, instead of PO. You can go to multiple selection and enter the delivery note numbers and adopt.

Once you adopt, there will be multiple line items in MIRO based on the number of delivery note/bill of lading.
